Ontario's staff-to-child ratios, in plain language
The Child Care and Early Years Act sets exactly how many staff each room needs. Here are the numbers — no legalese, no decimals — plus the fine print directors actually get asked about.
The ratios
| Age group | Ages | Staff : children | Max group |
|---|---|---|---|
| Infant | Under 18 months | 3 : 10 | 10 |
| Toddler | 18–30 months | 1 : 5 | 15 |
| Preschool | 30 months–6 years | 1 : 8 | 24 |
| Kindergarten | 44 months–7 years | 1 : 13 | 26 |
| Primary / junior school age | 68 months–13 years | 1 : 15 | 30 |
| Junior school age | 9–13 years | 1 : 20 | 20 |
Read them as sentences: 3 staff for every 10 infants. 1 staff for every 5 toddlers. 1 staff for every 8 preschoolers. That's how MimiGrow displays them — because a supply educator walking into a room at 8am shouldn't need a calculator.
The fine print that matters
- Reduced ratios are never permitted for infants. During arrival, departure, and rest periods, other age groups may operate with reduced staffing — but the infant room stays at full ratio all day.
- Qualified-staff proportions apply too. It's not just bodies in the room: the regulation sets what share of staff must hold recognized qualifications (for example, 2 in 3 for preschool rooms). Plan schedules around it, not just headcounts.
- Maximum group size is separate from ratio. A room can be within ratio and still over its group maximum. Both numbers have to hold at once.
- More staff is always allowed. These are minimums. Centres routinely staff above ratio — the law only sets the floor.
How directors actually use this
The daily reality: children arrive and leave at different times, staff call in sick, and the legal minimum shifts through the day. The centres that stay calm do three things — track attendance live instead of on paper, know each room's ratio at a glance, and manage the pickup wind-down deliberately instead of by feel. That's exactly what our attendance and ratio software does, including the Auto Crunch queue for early signouts.
